We are proud to announce an initiative that could make Hagerstown community policing a bright and shining example for the rest of Maryland to follow. It is a matter of common knowledge that citizen oversight of policing is essential in modern day law enforcement. The key to citizen oversight is the diversity of the oversight body charged with monitoring a communities law enforcement.
Our initiative creates the Hagerstown Police Citizen Oversight Commission. This Commission would be comprised of citizens from throughout the city. Only registered voters will be considered for an appointment to the Commission.
An executive Committee of this commission shall consist of three members. One member shall be selected by the mayor, a second appointed by the county council and a third appointed by the Hagerstown Chief of Police.
The rest of the Commissions appointments will be based on the mapped out voting precincts within the city of Hagerstown. This method ensures adequate neighborhood representation on such an important oversight commission. These drawn precincts of Hagerstown shall be entitled to have one representative member on Hagerstown Police Citizen Oversight Commission.
Commission Candidates from each precinct will send their resumes to the city clerks office which will then forward the candidates resume to the city council which will then review and select up to three names for every precinct. The City Council will then send the three names to the Mayor.
The Mayor will also make recommendations to the executive committee of Hagerstown Police Citizen Oversight Commission. The Executive Committee of the Commission will then appoint a representative from each precinct. This method of representative citizen diversity will ensure geographical empowerment within our community policing efforts.
This body will meet once a month to hear public testimony and review monthly law enforcement statistics to be provided by the Hagerstown Police Department. The Commission will prepare a monthly report outlining both findings and recommendations from both testimony and all monthly reviews of crime statistics. This process will ensure transparency in community policing.
Modern approaches citizen oversight is essential in providing the support that our law enforcement officers are entitled to. I look forward to working with HPD as we implement this bold new approach to citizen diversity and oversight empowerment within the context community policing.
